The Finance Minister, Deputy Finance Minister, and Parliamentary Secretary (the top three ministry positions) read aloud texts written by the bureaucracy. There was a script, and all they did was read it from beginning to end.

– Katayama Yoshihiro, Minister of Internal Affairs and Communications in the Kan Cabinet, describing the dependence on the Finance Ministry bureaucracy of then-Finance Minister Noda Yoshihiko and his two top subordinates
